2. Well, the U.S. Army has 28,500 personnel in Korea, more than a few of which are stationed in Seoul (http://en.wikipedia.org/wiki/Yongsan_Garrison). It's not a hugely visible presence, though they do have military patrols through Itaewon at night. I'm pretty sure these are for rounding up military personnel out past curfew, though.
